Primary Objective of Position: Under general supervision, utilize existing technologies to perform complex database work that will optimize efficiency and provide business solutions across Department divisions.

Duties are generally performed in an office setting where hazards and discomforts are controlled and modifiable.
Provide direct support and management of the city’s Accela application, a critical business tool used by multiple divisions to manage permitting, licensing, inspections, code compliance, and asset management. Work with department staff to identify opportunities for system improvements, assessing work requests, investigating and documenting business requirements, determining configuration and design solutions, seeing changes through to successful implementation, and troubleshooting issues in a production environment.
Work with departmental stakeholders to determine current and desired business processes related to land use, planning, and building and translate user needs into detailed requirements. Analyze workflows associated with core business functions, policies, and procedures and design efficient processes or make recommendations on appropriate technological solutions to support business processes. Support interface between SaaS and Electronic Document Review (EDR) and Interactive Voice Response (IVR) systems.
Serve as liaison between Development Services and City IT Department, external system providers, and software consultants for software upgrades, complex issues, and enhancement requests. Respond to staff requests for information and support. Troubleshoot issues with the system and escalate issues through external support as necessary.
Design, maintain, and distribute data and reports from technologies for both internal and external consumption. Translate and simplify technical requirements and write technical documentation and project plans. Draft correspondence, reports, training materials or other documents using word processing or other software. Communicate and translate process changes into technical documentation and work to implement changes within the Department.
Represent department in interdepartmental, community, and/or professional meetings as required. Perform other duties, as assigned by Supervisor, to meet department needs.
Knowledge, Skills, and Other Characteristics:
Proficient in SQL server reporting services (SSRS).
Experience reviewing business requirements, evaluating risks, and providing recommendations.
Working knowledge of software change management and production turnover process.
Working knowledge of relational databases and user interfaces including documentation, coding, and testing.
Working knowledge of object-oriented programming concepts and methods.
Knowledge of modern office methods, practices, procedures, and automation tools/processes.
Knowledge of GIS principles and applications.
Ability to work in all aspects of software development lifecycle (SDLC).
Ability to learn case management / asset management software, including Accela Automation, and lead
the administration and implementation of SaaS (software as a service) tools.

Ability to translate and simplify technical requirements, to explain technical concepts clearly to non-
technical staff, and to provide technical training documents.

Ability to negotiate solutions to complex problems, and provide research and analysis.
Ability to work well independently and as part of a team, establishing and maintaining positive working relationships with department staff and employees in other city departments.
Strong communication and customer service skills required.
Bachelor’s degree in computer science/information technology or equivalent field or high school diploma, or equivalent, and three years of relevant experience. Two years’ experience supporting administrative software and process management preferred.
