City Manager – City of Sisters, OR

The City of Sisters, Oregon (population 3,286) is recruiting its next City Manager. The position is an excellent opportunity for a talented and motivated public manager to provide leadership in a growing, passionate, and sophisticated small city. Located at the foot of the Cascade mountains in Deschutes County, Sisters serves as a gateway to the Central Oregon region and is renowned for its beautiful scenery, rich array of outdoor activities, and iconic local events and attractions.

The City seeks a City Manager with strong, well-rounded leadership and management abilities to foster effective City Council operation, maintain effective fiscal oversight, facilitate effective relationships with contracted and intergovernmental groups, and provide excellent project management of City priorities related to housing, community development, public infrastructure, transportation, and natural hazard preparedness. The ideal candidate will possess exceptional communication skills to effectively engage a multitude of City audiences, facilitate shared visions of growth that maintain quality of life goals, as well as lead communication and cooperative planning efforts to address issues related to rural houselessness.

The City Manager acts as the administrative head of the City, serving at the pleasure of the City Council. The Manager assumes full accountability for City operations, long term planning, hiring of key personnel, and for linking Council policy-making with operational functions of the City. The manager is responsible for supervising 19.5 full-time equivalent employees and oversees an annual budget of approximately $25 million.

A bachelor’s degree in public administration, planning, political science, or related field, and at least three years of upper-level public sector management experience, or equivalent education and experience, are required. An advanced degree in public administration or related field and five years of increasingly responsible public sector experience is preferable. Experience and/or training related to housing, growth management, Oregon land use laws, or working in Oregon or Central Oregon is preferred.

Compensation is $105,000 to $140,000 (DOQ) plus excellent benefits.
