 POSITION OVERVIEW:

 Applicants must be currently authorized to work in the United States on a full-time basis.

Salary Range: salary reflects Step 3 and Step 7 of a 7-step salary range. Salary at hiring will be dependent upon the applicant’s education, experience, and training.

Work Schedule: Monday through Friday, 8:00 a.m. – 5:00 p.m. Hours may vary based on operational needs.

Job Summary:

Under administrative direction, to direct, manage, supervise, plan, and coordinate the activities and operations involved in ensuring the accessibility, integrity, and security of the City’s centralized computer systems; coordinates assigned activities with other departments, Information Technology teams, outside agencies, and the general public; and provides highly responsible and complex administrative support to the Information Technology Director.

Scope of Responsibility:

Responsibility requires application of professional/managerial principles and judgment, within overall direction established by senior management, with large financial impact.   Working with senior management guidance, establishes department policy and procedure and makes tactical decisions that can affect the entire department, with the potential to have a large effect on the City.   Perform advanced troubleshooting or analysis; solve complex technical problems, which can have large impact on the entire organization.  Has the ability to exercise discretion regarding confidential matters.   Provide supervision and training to the Application Development Team, GIS Team, and Network Team. Requires regular interaction to provide detailed procedural explanations or technical responses, assisting the IT Director in negotiating important agreements, where relationships involve cooperation within the overall organization and directly interfacing with vendors.

Essential Duties and Responsibilities:

Supervision

  • Select, train, motivate, and evaluate assigned person­nel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Plan, direct, coordinate and review the work plan for the Application Development Team, GIS Team, and the Network Team; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed.
  • Conduct staff training on customer service.

Division Operations

  • Participate in assuming management responsibility for the Information Technology programs, services, and activities, including GIS, networks, operations, analysis, and programming.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned services and activities; develop, implement, and maintain procedures and policies to ensure the accessibility, integrity, and security of the City’s network, data, and applications.
  • Monitor and evaluate opportunities for improving service delivery methods and procedures; assess and monitor workload; participate in analyzing, evaluating, and recommending techniques for the implementation of new applications and equipment; review with IT Director; and direct implementation of improvements.
  • Provide or coordinate training for assigned personnel in Information Technology related programs and procedures; review with IT Director.
  • Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications as appropriate to IT Director.
  • Represent Information Technology to other City departments, outside agencies, and organizations; explain and interpret Information Technology programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues.
  • Coordinate Information Technology activities with those of other departments and outside agencies and organizations; provide staff assistance to IT Director; prepare and present staff reports and other necessary correspondence.
  • Work with committees that may be created to develop and support Information Technology initiatives.
  • Analyze, evaluate, and recommend the procurement of computer hardware and software; confer with vendors; assess products offered; recommend purchase of computer related goods and services for all City departments; direct and oversee the implementation of large multi-departmental/agency software and hardware acquisitions.
  • Lead assigned personnel in the troubleshooting of hardware, software, and connectivity problems; coordinate the resolution; oversee installation of equipment and system and application upgrades.
  • Work with IT Director and other Information Technology supervisors to develop and maintain a comprehensive disaster plan for Information Technology.
  • Attend and participate in professional group meetings; stays abreast of new trends, innovations in information technology and related fields.
  • Respond to and resolve difficult inquiries and complaints.

Financial

  • Participate in the development and management of the Information Technology budget and city-wide Technology Replacement Plan.
  • Forecast additional funds needed for staffing, equipment, materials, and supplies.
  • Direct the monitoring and approval of expenditures.
  • Direct the preparation and implementation of budgetary adjustments, as necessary.

Performs other duties as assigned.

Required Qualifications and Skills:

  • Four (4) year degree in computer science, information systems, business administration, or a related program
  • Five (5) years’ experience in systems analysis and programming, including system support
  • Three (3) years’ management or supervisory experience
  • Must have strong interpersonal and communication skills
  • Must possess a Montana driver’s license or must be obtained within sixty (6) days of employment
  • Must be able to pass a Federal and State criminal history background check

Preferred Qualifications & Skills:

  • Experience with application support and interfaces, Geographical Information Systems (GIS), networking hardware and software, and CyberSecurity systems
  • Must demonstrate the ability to effectively lead multiple teams of Information Technology professionals

Physical Demands & Working Conditions:

Work is a normal office environment.   Intermittent effort involving lifting amounts between 5 and 25 pounds required.  Work requires high attention to detail and deadlines between 15% and 45% of the time. Driving is required occasionally.
