DEPARTMENT: Parks and Recreation Department
ACCOUNTABLE TO: Recreation Superintendent
STATUS: Regular, full-time, non-union, exempt
Coordinate and provide direction to the recreation events staff and maintenance crews responsible for rentals and activities at regional and community athletic, and recreation facilities. Includes promotion of, scheduling, and hosting or facilitating special events and programs; provide leadership and general direction to staff in performing duties, such as staffing events and event support maintenance; use of equipment, facility preparation and transition; train and advise employees on appropriate methods and techniques for completing assignments; supervise full time, seasonal, and intermittent employees.
Oversee or perform tasks related to the facility rental management, special events coordination, facility and program coordination including conversion from event to event. Maximizing facility use for programs, outside rentals, and special events; and securing sponsorships, and vendors and concessionaires. Provide for promotion of facilities and events, pricing and fee structures, cost benefit analysis, and event and site evaluation.
Conduct routine meetings for events, maintenance, and recreation staff; prepare proposed operating and capital project budgets for Recreation Facilities Unit which are special fund enterprise accounts; monitor employee development goals and objectives as they relate to facilities and programs and adjust work plans to achieve them; approve and monitor budget and spending including use of staff and contractor resources, equipment, materials, and overtime; hire seasonal and intermittent employees; establish and implement staff performance measures and benchmarks; identify training needs, evaluate performance of assigned personnel, and work with employees to correct deficiencies and build strengths; review recreation facilities personnel time sheets and leave requests for accuracy.
Assist with strategic planning for department; prepare a variety of reports and planning documents; coordinate the activities of recreation facilities and events staff with other department supervisors to facilitate efficient, effective, and professional departmental operations and delivery of services; coordinate with other agencies and groups to implement department plans; ensure the safety of park users, staff, facilities, and equipment; respond to citizen requests and complaints; perform other duties as assigned.
Knowledge, Skills and Other Characteristics:
Demonstrated experience with large special events and recreation facilities management principles and practices, including budgeting, risk management, strategic planning.
Demonstrated knowledge of the specific needs for a variety of sports field and diamond users, including knowledge of sports turf management related to field use and scheduling of maintenance
Ability to gain, upon hire, knowledge of parks and recreation safety considerations, best practices in risk management, and OSHA standards and guidelines, as they pertain to large events and recreation and aquatic facilities;
Demonstrated knowledge of the principles and practices of leadership, employee supervision, performance, and training;
Ability to learn, upon hire, how to apply City and Department adopted Master Plans and Initiatives ranging from fee recovery to inclusion and equity to conservation.
Ability to learn, upon hire, how to apply Federal Laws, including the Americans with Disabilities Act;
Ability to learn, upon hire, how to apply Montana Code Annotated, Missoula Municipal Codes, and Parks & Recreation Department policies and procedures;
Demonstrated skill in managing the day-to-day operations and budgets of recreation facilities, including pricing of services
Demonstrated experience supervising and training employees at all levels and classifications including working within a collective bargaining agreement;
Ability to gain, upon hire, planning, developing and implementing use management and reservations systems for parks, and recreation facilities;
Demonstrated experience negotiating and communicating, in person and in writing;
Demonstrated experience promoting facilities and events for a broad audience as well as specific user groups;
Ability to gain, upon hire, skill establishing and maintaining effective relationships with elected officials, local businesses, tourism, major user groups and renters, schools, community service organizations, city employees, and citizens.
|A bachelor’s degree in parks and recreation administration, sports management, business management, or related field, plus three years of full-time recreation facility and events management, including at least two years of supervisory experience, OR five years full-time recreation facility and events management in a moderate to large organization, including at least two years of supervisory experience. Must have or be able to acquire certification in First Aid and CPR. Preferred licenses/certifications: Certified Parks and Recreation Professional, NRPA Events Management, Maintenance and or Turf Management Certification.|
