Job Title: Sewer/Storm Water Operator
Department: Public Works

A. GENERAL PURPOSE:
Performs a variety of semi-skilled maintenance work and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City sewer/storm drainage facilities and systems.
B. ESSENTIAL DUTIES AND RESPONSIBILITIES: (80%)
Note: It is expected that every employee should be on time, fully prepared, every day that the employee is scheduled to work. We expect every employee to strive for perfect attendance.
The following duties are typical for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. General Maintenance and Repair:
a. Inspects and/or repairs lift stations, wetwells, valves, drainage systems and sewer systems at frequent intervals to insure that all aspects of the system are functioning properly.
b. Responds to complaints regarding plugged sewer/storm lines, leaks; evaluates the situation; explains findings to supervisor.
c. Performs all duties in conformance with appropriate safety and security regulations, and ensures subordinate personnel are also in compliance with these regulations; serves as a “competent person” during excavations or assigns another employee.
d. Maintains a variety of records relating to inspection, maintenance activities, repairs, and/or other projects.
e. Responds to routine and emergency requests for locations of City-owned sewer and stormwater lines. Obtains locations of other utilities (electric, gas, telephone, CCTV, etc.) when necessary in conjunction with construction of City facilities.
f. Responds to emergency calls at any time, must be able to carry the pager and respond to pager call-outs and direct other employees to do so as well.
g. Operates light and medium-sized construction and power equipment, such as mechanized broom, dump truck, backhoe/loader, grader, pickup truck, utility truck, saws, pumps, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, and phone.
h. Drive trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel, and sand.
i. Responds to customer requests for assistance regarding sewer backups sewer line locations; evaluates problems and identifies potential solutions, explains findings to supervisor, repairs as directed by supervisor or as necessary to maintain safe and reliable sewer services.
j. Creates, processes, and maintains a variety of data and records related to equipment inventories, installed locations, initial and follow-up inspections, routine and unscheduled maintenance activities, and other records necessary to the normal operations of the Sewer Division.
k. Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
l. Performs all duties in conformance to appropriate safety and security standards.
m. Contacts residents and business owners as needed in areas where sewer maintenance will be performed and explains when systems and/or streets will be closed and how soon repairs will be completed.
n. Assists in the training of subordinate employees to increase their skills in the maintenance, construction and repair of sewer and storm drainage facilities.
C. PERIPHERAL DUTIES: (20%)
a. Support other divisions in maintaining streets, drainage systems, and water systems to insure that all aspects of the systems are functioning properly.
b. Performs other duties as assigned.
c. Supports various crews as assigned -water, street, solid waste, wastewater, traffic signals, and parks.
D. SUPERVISION RECEIVED:
Works under the immediate supervision of the Sewer/Storm Water Supervisor.

F. DESIRED MINIMUM QUALIFICATIONS (Education and Experience):
a. Graduation from high school education or GED equivalent, and;
b. Demonstrates working knowledge of sewer/storm water facilities including lift station pumps, motors, piping, electrical and electronic components, and generators.
c. Any equivalent combination of education and experience.
G. KNOWLEDGE, SKILLS & ABILITIES:
a. Thorough knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities;
b. Thorough knowledge of State & Federal safety rules and regulations relevant to the work environment.
c. Must have demonstrated computer skills;
d. Skilled in safe and efficient operation of the listed tools and equipment;
e. Ability to effectively meet and deal with the public and occasionally deal with unfriendly customers or citizens;
f. Ability to perform heavy manual tasks for extended periods of time;
g. Ability to work safely with various types of equipment, including large vehicles in confined areas and on City Streets;
h. Ability to establish and maintain effective working relationships with employees, other departments and the public;
i. Ability to understand and carry out written and oral instructions;
j. Ability to work overtime, weekends and holidays;
k. Ability to communicate effectively verbally.
H. SPECIAL REQUIREMENTS:
a. Successful completion of Operation and Maintenance of Wastewater Collection Systems, Volume I, Office of Water Programs Sacramento State within 6 months of hire.
b. Valid Montana Driver’s license and CDL certification Class A with tanker endorsement, or equivalent license issued by another state, or ability to obtain a Montana CDL Class B with tanker certification within 6 months of hire date and a Class A with tanker certificate within 1 year of hire date.
c. Proof of satisfactory driving history.

Motorized vehicles and equipment, including dump truck, pickup truck, utility truck, jet/inductor truck, tamper, plate compactor, saws, pumps, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, welder, phone, personal computer, and sewer line camera.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
K. WORK ENVIRONMENT:

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles. Employee works in an environment directly associated with domestic wastewater.
The noise level in the work environment is usually loud.
Regular shift schedule: 8:00 a.m. to 4:30 p.m. with ½ lunch hour.
a. When necessary, schedule may include overtime and holidays.
b. Note: Management reserves the right to change the schedule subject to the needs of the City.
