POSITION OVERVIEW:
Salary Range: $32.6315 - $37.7503/hour. Salary reflects Step 1 and Step 4 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m. This is an on-premises position. Remote work is not an option.
Job Summary:
Under general direction, assists in the secure and efficient operation of the City’s network infrastructure, systems, cloud services, and user access environment. Provides support for networking equipment, backups, cloud tools, and end-user access. This position also directly supervises the PC Support Team, including Public Safety PC Support Specialists and PC Support Specialists.
Scope of Responsibility:
Incumbent is familiar with department operations and is able to work with minimal assistance. Working under general management guidance, incumbent sets precedent within limits and administers operating rules and procedures. Incumbent performs advanced troubleshooting and analysis and uses judgment to select alternatives. Incumbent must frequently interact with other City employees to provide basic information, and has occasional interaction requiring detailed procedural explanations or technical responses.
Essential Duties and Responsibilities:
Network Hardware, Connectivity, Servers, Power, & Storage (Local and Cloud-Based)
• Assists in configuring, installing, and on-going management of all hardware, services, and their applications for both virtual and physical platforms.
• Supports upgrades and patching to ensure secure and stable operations.
• Assists in the installation, configuration, and updating of all network hardware including firewalls, switches, routers, security appliances, VPN’s, Uninterruptible Power Supplies (UPS), VoIP phones, Wi-Fi, licensed and unlicensed wireless links between facilities, and all other network connected devices.
• Assists in the management and configuration of all Cloud hosted services such as hosted applications, backups, disaster/recovery, and security related services.
• Assists in monitoring network traffic, reviewing logs, and troubleshooting any network related issues. This includes troubleshooting, researching, and documenting any issues related to performance, network capacity, connectivity issues, and all security related concerns.
• Maintains complete and accurate inventory of all network related hardware such as servers, storage, switches, firewalls, routers, VPN, Email archiving, etc.
• Assists in maintaining our network closets/rooms, racks, all wiring, cable management, infrastructure connections, and related equipment.
• Assists in managing the maintenance contracts on all network hardware including servers, storage, switches, firewalls, tape drives, Wi-Fi controllers and access points, wireless links between facilities, UPS units, and other related hardware.
Network Management/Services
• Actively manages Microsoft Active Directory (AD) including account creation, modification, account cleanup/removal, password resets, security/permissions, computer management, and user group membership.
• Supports interfaces to AD from other software and services in an effort to share information and promote a single sign-on environment.
• Assists in managing DNS connections including verifying that the service is operating properly, that DNS Application Partitions are replicating properly, and that DNS is properly removing obsolete data from its database.
• Assist in the management and support of network domains. This includes managing domain controllers, directory infrastructure, replication, synchronization, FSMO roles, trust relationships, security, and backups.
• Participates in IT change management processes, including documenting infrastructure changes, assessing impacts, and supporting implementation and communication.
Email & Microsoft 365 Administration
• Assists in creating and updating O365 accounts, Email accounts, user migrations, and licensing management.
• Provides support all E-mail filters.
• Manages and monitors all E-mail Archiving solutions to ensure we are in compliance with the City of Billings defined Records Retention Policies.
• Manages and monitors all O365 Teams Chat logs to ensure we are in compliance with the City of Billings defined Records Retention Policies.
• Provides end user support and training for all O365 applications including Outlook/Email, One Drive, Teams, SharePoint, and all other applications.
User Support
• Assists staff in person or over the phone on network, security, systems/data backup, and/or Office 365 related issues and problems.
• Supports IT staff on all network related hardware, software, network communications infrastructure, Wi-Fi/wireless, inventory, maintenance, backups, disaster/recovery, and security related issues.
• Provides support to the Network Administrator & IT Security Engineer for all security related efforts to train, test, and educate city end-users. Examples of this include support for periodic cyber security training and controlled E-mail phishing exercises.
System Backups & Disaster/Recovery
• Participates in the management and daily monitoring of all systems & data backups.
• Assists with content restores (email, files, Teams) and backup job configuration.
• In conjunction with the Network Administrator, this position helps manage all backup systems, related hardware, backup frequency/schedules, retention schedules, and location of all backups including local, off-site, and cloud based. This includes, but is not limited to, the backup of all system data, virtual server configurations, network hardware configurations, voice mail, system & performance logs, Emails/O365 data, etc.
• In conjunction with the Network Administrator, IT Manager, and IT Director, this position participates in the design, coordination, and management of all disaster/recovery (D/R) backups, related hardware, software, policies, and procedures. This includes advance planning, backup schedules, storage locations, hardware & software maintenance, policy development, testing, and execution/support of the D/R plan if and when needed.
PC Support Supervision & End-User Services
• Directly supervises PC Support Specialists and Public Safety PC Support Specialists.
• Coordinates workload distribution, training, documentation standards, and cross-training among PC support staff.
• Serves as escalation point for PC support issues involving network infrastructure or sensitive systems.
• Ensures PC team compliance with lifecycle management, security standards, and asset tracking.
Team Participation & Miscellaneous Duties
• Serves as backup to Network Administrator.
• Participates in 24/7 Public Safety On-Call support rotation.
• Maintains technical documentation including network maps, procedures, and asset logs.
• Supports the implementation and enforcement of the City’s IT Cybersecurity & Policy Manual, including policies related to acceptable use, encryption, identity management, password standards, change management, and cloud security.
• Supports all security related policies, procedures, and troubleshooting.
• Assists in responding to cyber incidents in accordance with the City’s Incident Response Plan, including identification, escalation, containment, and documentation.
• Works with City Administration, Legal, and Human Resources to fulfill Public Records Requests and authorized internal searches for available communication documents in accordance with requested search parameters. Examples of this include E-mail and Teams Chat Logs.
• Acts as Network Administrator when necessary.
Performs other duties as assigned.
Required Qualifications and Skills:
• Bachelor’s degree in computer science, information systems, business administration, or a related program
• Four (4) or more years of experience in networking PC support, IT Security, or the equivalent
• Must have strong interpersonal skills
• Must be able to successfully pass a Federal and State criminal history background check
Preferred Qualifications and Skills:
• Experience with managing and supporting a hybrid server environment (on-prem and cloud), including Active Directory, Domains, DNS, network hardware, backups, Email systems, and O365
• Networking or other industry standard certifications such as CompTIA Network+, CCNA, JNCIA, or Microsoft certifications
• Supervisory experience
Physical Demands & Working Conditions:
Work is a normal office environment. Occasional effort involving lifting of amounts between 5 and 50 pounds is required. Work requires high attention to detail or deadlines on a frequent basis (between 45% and 70% of the time). There is intermittent exposure (less than 15% of the time) to a disagreeable element, such as dirt, grease, odor, chemicals, or unpleasant weather conditions. Position requires availability to respond to critical issues after hours, during weekends, or on holidays, especially when participating in the on-call rotation.
