JOB DESCRIPTION
Class Title: Public Safety Crime Analyst/Records Clerk
Department: Police
Schedule: Possible rotating shift including nights and weekends
Union: AFSCME
Salary: $23.96/hour *Not including shift pay

A. GENERAL CLASS DESCRIPTION:
a. Inputs, maintains, retrieves, researches and analyzes official law enforcement documents data including but not limited to: case reports, citations, accidents, arrests and other related records or reports, Tracks current crime trends using spreadsheet and mapping programs. Answers telephones, routing callers to the proper authority. Customer service as applied in person, by telephone or via written/electronic correspondence.
b. Responds to requests for information from within the Police Department, other related agencies, businesses, and the general public in accordance with established policies and practices.
c. Enters warrants¸ stolen property and missing persons into Criminal Justice Information Network/National Crime Information Network (CJIN/NCIC); checking records for accuracy.
d. Communicates with public safety fire, police and public works departments via radio when required.
B. ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES:

Public Safety Crime Analyst (50%)
a. Monitor and record officer activity in booking area and building security cameras.
b. Checks accuracy of information retrieved and analyzes data to track current crime trends using spreadsheet and mapping programs.
c. Responds to requests for confidential law enforcement information by retrieving information from computer system or hard copy files.
d. Enters all citations and traffic accident data into the computer system for later retrieval of needed information.
e. Operates CJIN system, Records Management System (RMS) computer terminals, adding and removing reports and information as requested.
f. Enters and maintains warrants and records such as stolen vehicles, guns, property, protection orders, etc. in RMS and CJIN/NCIC.
g. Responds to other law enforcement agencies and organizations requests for case information or information regarding victims, suspects, or arrests.
h. Inputs data to standard office and department forms, both manual and automated; makes simple postings to various reports; compiles and tabulates data.
i. Assists Evidence Custodian in maintaining of evidence as described in Evidence Custodian’s job description.
j. Review of MTIBR data through the Records Management System.
k. Maintaining subject jackets in the Records Management System with updated information.
Records Clerk (40%)
a. Performs full range of specialized police clerical functions and the processing of a variety of police reports for the Kalispell Police Department. This includes reports and records involving citations, arrests, accidents, and criminal and non-criminal complaints.
b. Answers telephone and personal inquiries from the public and routes visitors and telephone calls to the proper authority.
c. Receives initial requests from the news media and refers to the proper department personnel to ensure the release of timely and correct information.
d. Operates various office machines; 10-key, copying machine, fax machine, recorders, etc.
e. Routes incoming mail to respective departments/staff.
f. Composes, types, and edits correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness.
g. Compile and forward juvenile arrest records to Youth Court Services.
h. Assist police officers in obtaining case reports, records, and other information as requested.
i. Forwards required report forms, DUIs, citations, etc. to the proper agency.
j. Responds to citizen comments and complaints as rapidly as possible with correct information. May refer difficult situations to supervisors.

a. Performs other duties as assigned.
C. SUPERVISION RECEIVED:
Works under direction of the Administrative Captain of Police or designee.
D. SUPERVISION EXERCISED:
None.
E. DESIRED MINIMUM QUALIFICATIONS (Education and Experience):
a. Graduation from a high school or GED equivalent with specialized course work in general office practices such as typing, filing, accounting, or bookkeeping.
b. Two (2) years of increasingly responsible related experience in law enforcement, or any equivalent combination of related education and experience.
c. Certification or ability to obtain certification in the Criminal Justice Information Network (CJIN) System within 6 months of hire.
F. KNOWLEDGE, SKILLS & ABILITIES (Required Knowledge, Skills and Abilities):
a. Knowledge of computers, related software programs and electronic data processing.
b. Knowledge of or ability to learn and operate related software programs associated with law enforcement.
c. Knowledge of modern office practices and procedures; some knowledge of accounting principles and practices.
d. Knowledge or ability to learn geography of city.
e. Skilled in customer service techniques as applied in person, by telephone and via written and electronic correspondence.
f. Skilled in coordinating flow of information and communication between staff.
g. Skilled in excellent verbal and written communications.
h. Skilled in operating tools and equipment within an office environment, including, but not limited to: computers and related Microsoft and accounting software.
i. Ability to effectively manage time and work to meet deadlines.
j. Ability to speak, comprehend English language, using proper grammar and punctuation.
k. Ability to perform basic arithmetic and mathematical calculations.
l. Ability to think clearly and act quickly in emergency situations then initiates appropriate actions.
m. Ability to be public service oriented with tactful and effective conflict resolution skills.
n. Ability to perform work requiring good hearing, good diction, and a clear voice.
o. Ability to establish and maintain effective working relations with other city departments, public agencies, and the public.
p. Ability to establish and maintain effective working relationships with other employees and the general public.

r. Ability to have a creative, inquiring, and innovative manner willing to explore new approaches, implement new methods, and be receptive to suggestions of others.
s. Ability to review, analyze and interpret data.
G. SPECIAL REQUIREMENTS:
a. No felony convictions.
i. Note: A comprehensive background check will be conducted prior to hiring.
b. A typing test is required with 45 w.p.m. minimum-must attach certification with application. Typing test may be taken online.
c. Must be a current notary public or ability to obtain a notary public commission within 6 months of hire date.
H. TOOLS AND EQUIPMENT USED:
Communications switchboard, including computer-aided systems; personal computer; including word processing and law enforcement software; copy machine; fax machine, ten-key; two-way radio and recording equipment.
